About the Author
Harold Weisberg is the author of a number of books on the assassination of John F. Kennedy, including the Whitewash series, Oswald in New Orleans, Post Mortem, Never Again!, and Case Open. Weisberg was a journalist, an investigator for the Senate Committee on Civil Liberties, and an analyst for the Office of Strategic Services in World War II. He died in Maryland in 2002.
Jim Lesar is a noted Freedom of Information Act attorney and the president of the Assassination Archives and Research Center in Washington, DC.

The power of the FOIA

From the collapse of the Jim Garrison investigation in 1969 to the resignation of Nixon in 1974, there was a long dry spell when interest in the JFK assassination waned. It was reawakened during the Congressional revelations in the mid-70s about CIA/FBI wrongdoing, and the airing of the Zapruder film on national television in 1975. During that slow period, Harold Weisberg and his legal associate, Jim Lesar, continued to doggedly sue federal agencies to release classified documents through the Freedom of Information Act.
This book centers on the release of the full transcript of a 1/27/1964 Executive Session of the Warren Commission. All of the executive session transcripts can now be read online at Mary Ferrell's website.
The meeting focused on what steps could be taken to deal with the allegations that Oswald worked for US intelligence. The meeting reflected the members' concerns over how to approach J. Edgar Hoover about the matter, whether federal agencies would lie about a relationship with Oswald, and also demonstrated that the members had serious problems with many elements of the case against Oswald. There is also concern about the conflicting medical reports of Kennedy's wounds.
Chief Counsel J. Lee Rankin discussed the confusion around the bullet wounds, and noting that "we have an explanation there in the autopsy that probably a fragment came out the front of the neck," something definitely not present in the autopsy report in evidence. Rankin said "we have the picture where the bullet entered in the back, that the bullet entered below the shoulder blade to the right of the backbone," showing two things: the Commission did have possession of the autopsy photos, and the Commission knew that CE 386, entered into evidence later on March 16, was a false representation of the location of this wound. After a discussion of the confusion over where the pristine bullet was found at Parkland Hospital, Sen. Richard Russell commented: "This isn't going to be something that would run you stark mad."
Mr. Rankin: Then there is a great range of material in regard to the wounds, and the autopsy and this point of exit or entrance of the bullet in the front of the neck, and that all has to be developed much more than we have at the present time. We have an explanation there in the autopsy that probably a fragment came out the front of the neck ... and the bullet, according to the autopsy didn't strike any bone at all, that particular bullet, and go through....
Rep. Boggs: I thought I read that bullet just went in a finger's length.
